Elanos Haliat is a pirate and prominent figure in the Terminus Systems. Haliat was once the most powerful leader of
the Terminus pirate bands, and planned a huge assault on the Alliance to increase his prestige.
With the support of batarian funding, Haliat rallied the inhabitants of the Terminus Systems and attacked Elysium,
an assault later known as the Skyllian Blitz.
Haliat's plans came to nothing as the Alliance repelled the Blitz and decimated the pirate ships from orbit.
The Terminus pirates blamed Haliat for the Blitz's failure, and he lost his position as their leader.
He retreated to a remote world in disgrace.

In My headcanon, Haliat was encouraged by the slaver Aldon Stanford, to take his revenge on Commander
Seidra Shepard for the defeat on Elysium during the Skyllian Blitz.
Little did he know he himself was being used as Stanford's pawn for his revenge against Shepard for not only attacking
him and leaving him for dead, but also for exposing his crimes against humanity when he sold out Shepard's homeplanet
thirteen years years earlier....
Unfortunately for Stanford, Haliat was killed when he used an Alliance espionage probe he found from the First Contact War, to
lure Shepard and her team into the mine on Agebinium and trapped them there, and and activated the probe's nuclear payload
with a ten-second countdown.
Haliat then stole Shepard's Mako and brings it to his camp, only to be surprised by Seidra and her team, who had
deactivated the nuke and escaped the mine.
He and his followers made attempt to kill them, but ended up dead themselves.
