In 2180, Waldman hired Kasumi Goto to steal the painting before Osborne get a chance to do so while Osborne himself hired Keiji Okuda for that same job.
Their rivalry had resulted both thieves to fight over the paiting that very same night.

Keiji got a message from Osborne, saying that he dose not want the painting anymore and telling him to call off the heist.
Kasumi also got the message, and it was about Waldman being arrested for unknown reasons.
